Importing chemicals into United Arab Emirates
Restricted and hazardous chemicals generally need an import permit from MoCCAE, and Dubai Municipality or other emirate bodies may register or approve controlled substances as well. For APIs, check whether MOHAP or the Emirates Drug Establishment now handles your product, as oversight is moving between them. Invoices above certain values may need attestation through the UAE Ministry of Foreign Affairs. Clearance follows the GCC Common Customs Law, and dangerous goods must be packed and declared to IMDG or IATA rules. A CEPA certificate of origin is needed to claim preferential duty.
