Importing chemicals into Saudi Arabia
Controlled and hazardous chemicals usually need import clearance from the NCEC, which applies the Kingdom's chemical approval framework under GCC rules. Many products also require a SABER Certificate of Conformity and shipment certificate under SASO technical regulations, so check the HS code before you order. APIs and medicinal ingredients are regulated by the SFDA, which may ask for GMP evidence and product registration from the manufacturer. Dangerous goods must meet IMDG or IATA packing and declaration rules. India and Saudi Arabia have no trade agreement in force, so standard duties apply.
